Can foreigners buy property in Abu Dhabi? The 2026 guide
Yes. Foreigners can buy property in Abu Dhabi, whether they live in the UAE or not, as long as the property is in one of the emirate's designated investment zones. Since a 2019 change to Abu Dhabi's real estate law, foreign buyers can hold freehold title in these zones, which means full, indefinite ownership that you can sell, rent out, mortgage or pass on.
And they are buying in record numbers. In the first half of 2026, foreign direct investment into Abu Dhabi property reached AED 13.8 billion, up 309%, from buyers of 116 nationalities (ADREC).
Where foreigners can buy
Abu Dhabi now has 50 approved investment zones, after eight new zones were added in the first half of 2026 (ADREC). The main ones for residential buyers are:
- Yas Island, Saadiyat Island and Al Reem Island
- Hudayriyat Island, Al Jubail Island, Ramhan and Fahid
- Al Raha Beach, Masdar City, Al Reef and Al Ghadeer
- Al Maryah Island (ADGM), Lulu Island and selected parts of other communities
Check the unit, not just the area. Not every plot inside a zone is automatically freehold for foreigners. Before you pay a deposit, confirm the unit's ownership type on DARI (Abu Dhabi's property platform) or ask your agent to show you.
What you actually own
| Type | What it means | Duration |
|---|---|---|
| Freehold | Full ownership of the unit (and usually a share of the land). Most new off-plan projects in the zones are sold this way. | Indefinite |
| Usufruct | The right to use and earn from the property without owning the land. | Up to 99 years |
| Musataha | The right to build on or develop land owned by someone else. | Up to 50 years, renewable |
Since 2019, holders of musataha or usufruct rights longer than 10 years can sell or mortgage them without the landowner's consent, which made these older title types far more practical.
How the purchase works
- Choose the unit and agree the price. For off-plan, you sign a reservation form and pay a booking deposit to the developer's escrow account. Every off-plan payment in Abu Dhabi goes into a project-specific, ADREC-regulated escrow account.
- Sign the sales and purchase agreement (SPA) with the developer, or an MOU with the seller for a resale.
- Register the sale with ADREC through DARI. Off-plan purchases are registered on the interim register; ready homes are transferred and a title deed is issued.
- For resales, the seller provides a developer NOC (and a mortgage clearance if they have a loan) before transfer.
You need a passport (and Emirates ID if you're a UAE resident). You can buy in person or through a power of attorney if you're overseas.
What it costs
Budget around 2% registration fee plus agency commission (usually 2% + VAT on resales; developers usually pay it on off-plan) and some smaller admin fees. See the full breakdown in Abu Dhabi property buying costs.
Bonus: residency
Property worth AED 2 million or more can qualify you for the UAE's 10-year Golden Visa. See the Golden Visa through property guide.
